Healthy Route and CPZ - September construction update

September Update:

The civils work at the Turney Road and Dalkeith junction area (including the zebra crossing outside Turney school), will be completed before the start of the school term.

The remaining civils work and carriageway resurfacing along the rest of Rosendale Road will require an additional 3 weeks to complete from the original planned end date.

Details of the works:

The zebra crossing on Turney Road will be completed ahead of schedule and the temporary lights will be removed before the school term starts on 4 September.

Phase 3a: This phase is for the civils work around the Lovelace junction area, including the new cycle lane, zebra crossings and raised table. Target date for completion = 8 September.

Phase 7: This phase will be the carriageway resurfacing, followed by the road markings for the cycle lane and parking bays. This is from the Rosendale Road/Lovelace Road junction to the A205 South Circular.

Phase 8: This phase is the final carriageway resurfacing and road marking from Rosendale Road south of Dalkeith to the Lovelace Junction.Target compleion date = 20 October.

Reason for programme extension:

The reason for programme extension is due to the presence of a 24-inch Intermediate Pressure (IP) Gas Main. Upon excavation this pipe was higher than expected. Scottish Gas Network (SGN) has placed extra restrictions for working safely in the vicinity of this IP Gas main. The contractor will need to hand-dig in a number of areas to safely manoeuvre around the gas main, meaning this will take longer to complete the work.

In addition to this, there is presence of an unforeseen material under the carriageway, (Hoggin) which, if exposed to rain, will result in damaging the existing road construction. Careful excavation planning is required to avoid this from happening, which in turn has increased the amount of time needed to resurface.

However, Turney Road and Dalkeith junction area will be accessible from the North of Rosendale Road. This route will remain open from 4 September onwards.

Important things to note:

During resurfacing, no vehicles are to be parked in the resurfacing area. Please relocate your vehciles to a nearby road prior to resurfacing work commencing. Vehicles that are not moved will have to be relocated (details on how to find a relocated vehicle are below).

During the work phases the road will be closed, this means there will be no vehicular access within or across the area and no parking while works are being carried out for safety reasons. However, there will be intermittent access for residents during the works, and residents will have full access after-hours (18:00 onwards). During the day when construction is ongoing, access will be limited, depending on which section is being constructed.

Temporary Traffic Orders will be in place to support the ‘No Parking’ cones and signage. Vehicles parked in the coned areas run the risk of receiving a Penalty Charge Notice and possible relocation.

If your vehicle is relocated, please contact Towed Vehicle Tracing Service (TRACE) customer services helpdesk on 0300 077 0100. Vehicles will be allowed back onto the road once the work is complete and where the cones and warning signs have been removed.
